It is with heavy hearts that we share with you the untimely passing from sudden illness of Tom Rick, ERS Chief Investment Officer of the past seven years.
Tom started with the city in April 1994 with the Legislative Reference Bureau. In 1998, he went to work for the Milwaukee Metropolitan Sewerage District as management and budget analyst. Beginning in December 2000, he served as an Investment Analyst for the ERS until he was promoted to Chief Investment Officer in 2006.
Tom grew up in Greendale, the second of four sons of Robert and Judy Rick. A graduate of Greendale High School, Tom received his bachelor's degree in finance from the University of Wisconsin-Whitewater. After graduating from college he went into the U.S. Navy in Miramar, where he graduated first in his class, serving with bravery and distinction for eight years as a Naval Aviator navigating F-14s from the USS Enterprise. After leaving the Navy, he received his master's degree in business administration from Chapman College in San Diego. Tom is survived by his wife, Karen; two daughters, Alexandra and Elizabeth; a son, Robert; brothers, Robert, John and James; and his parents.
David Silber CFA, CAIA who has served as an ERS Investment Analyst since 2005, will serve as Interim Chief Investment Officer until such time as the position is filled on a permanent basis. David and the Investment Committee—under long-serving Committee Chairman Ald. Michael Murphy (10th Dist.), who also serves as Chairman of the Common Council Finance &Personnel Committee—will continue to work closely with investment consulting industry leader Callan Associates, ERS custodian Northern Trust, and outside investment managers to ensure a smooth transition.
